Dave Norman worked in education and further education in Devon, Berkshire, and Cambridgeshire, before being appointed Deputy Head Teacher at Newent Community School in Gloucestershire.  

Throughout his teaching career, Dave also served as a retained firefighter, culminating in being Station Commander at Newent. Dave was seconded to Gloucestershire Fire and Rescue Service to develop community safety training, including a programme called "Firescape" for "challenged and challenging young people" which was adopted by a significant number of Fire Authorities across the UK.  Dave was awarded the MBE in 2007 for his work for Gloucestershire Fire and Rescue Service (GRFS).

Dave worked full-time at GFRS until retirement in 2012, then entered local government politics in 2014, serving on both Gloucester City Council and Gloucestershire County Council, where he is currently (2024) Cabinet Member for Fire, Community Safety, and Libraries.
