Senior Leadership Team
Our Senior Leadership Team brings a wide range of experience to GRCC, covering the charitable, private, and public sectors.
They are responsible for the smooth running of the organisation, including its strategy, financial management, governance, staff, and administration.
With strong roots in the community and long-standing experience of working with the people of Gloucestershire, the team share and encourage our commitment to the health, well-being and quality of life of our diverse communities.

Barbara first joined GRCC back in 2002 as the In Touch Older People’s Project Manager and went on to become the organisation’s strategic lead for older people and health and wellbeing within the senior exec team. She led the Village & Community Agents scheme from inception and the Local Involvement Network for five years, after which it became the national independent champion and patient voice for health and social care, Healthwatch. Barbara returned to GRCC in September 2021 as CEO, following four years working nationally with private sector digital company Kooth, developing their mental health service offer for adults.
Barbara says, "The main reason for returning to GRCC is knowing that we are making a real difference and empowering the communities of Gloucestershire through the important enablement work we do. As a Voluntary and Community Sector organisation we have the ability to innovate and work flexibly in partnership across sectors to affect real change and help others to do great things in their communities."

Russell joined GRCC in November 2015, bringing with him a wealth of experience in accountancy, finance and IT.
He has overall responsibility for the finance function, as well as ensuring that GRCC’s statutory and reporting requirements are met.

Barbara joined GRCC in 2004 working part-time as Village and Community Hall Adviser. In 2016 she was offered a full time role as Community Advice & Consultancy Manager and is now a member of the senior leadership team at GRCC as Head of Operations and Business Development. She has a background in the arts, in sales and management which laid a strong foundation stone in working with people.
Her role involves her all aspects of GRCC, including governance, business planning, project management, policy and business development.

Angela Gilbert joined GRCC in 2016 and manages the Cheltenham VCS Support project. Her background is firmly rooted in the voluntary sector having held roles with national and local voluntary organisations, latterly with GAVCA as Support Services Manager.
Roles have included community development, youth work, developing national programmes and policy, designing and delivering training, leading and managing organisations, including volunteer development. With over 25 years of experience within the voluntary sector, Angela now uses her skills and knowledge to support and enhance the development of organisations.
