Community Land Trusts

A definition of Community Land Trust (CLT) is provided in the Housing and Regeneration Act 2008.

This is a major step forward for the CLT movement after years of lobbying and represents a firm expression of cross-party political support.

In October 2008 the Government’s Department for Communities and Local Government issued a consultation paper raising six particular issues in relation to Community Land Trusts:

  1. Recognition of CLTs
  2. Regulation
  3. Access policies
  4. Finance
  5. Affordability in perpetuity
  6. Supporting the way forward

Closing date for consultation was 31st December 2008. We will update this page with the Government’s response to consultation in due course.

These changes mean we may well be working more with communities wishing to go down the CLT route. Affordable housing provided through a CLT should compliment existing affordable housing in a community provided by Registered Social Landlords (Housing Associations) and/or Local Authority landlords. As landlords of affordable housing, Local Authorities, Housing Associations and Community Land Trusts have important roles to perform within rural communities.
