<title>Rural Community Broadband Fund: Second round open</title>

<p style="text-align: justify;">&pound;20 million is available for communities in 10% hard to reach areas to establish super fast broadband. The fund can provide up to 50% of total project costs for any interested community. The first round for Expressions of Interest closed on 31 January 2012 but the Second Round opens today, 10th May and closes on 6th July.</p>
<p style="text-align: justify;">The fund is available to a variety of organisations acting on behalf of their local community including social enterprises, Community Interest Companies, community trusts, charities and private businesses (non-communications providers). Communities interested in applying are advised to consider how they could work closely with their local authorities and must link with their Local Broadband Plan to demonstrate that their project falls in the 10% area. Local Authorities (including Parish and District Councils) can apply on behalf of communities, or act as the managing authority for an application.</p>
<p style="text-align: justify;">All Expressions of Interest will be based on a robust business plan and will need to be able to demonstrate widespread local engagement, evidencing need and support for the proposed project.</p>

<p>Matt Proctor has carved them, Paul Kyte of Oathill Quarry provided the stones, and Tony Boyse and the committee worked to get them in place.</p>
<p>The Lord Lieutenant is&nbsp;formally opening&nbsp;the stones in June. This has been a real community effort by Ebrington, and each of the surrounding parishes have linked in to this. This Battlebridge stone is on the boundary of Campden.</p>

The competition is open to all villages with a parish council or parish meeting and is designed to recognise and celebrate the hard work being carried out in Gloucestershire.</p>
<p>This year&rsquo;s competition is sponsored by GRCC, Cotswold District Council, Stroud District Council and&nbsp; includes a new category &ldquo;Most Hospitable and Inclusive Community&rdquo;, kindly sponsored by Barnwood Trust. The other categories are &ldquo;Best community project / initiative&rdquo;; &ldquo;Healthy and active community&rdquo; and &ldquo;Most resilient community&rdquo;.</p>

<p>Traffic speed is one of the most important topics for communities across Gloucestershire. However with funding cuts affecting Gloucestershire Highways&rsquo; ability to fund non priority schemes and police capacity to enforce speed limits, communities are looking at measures they can put in place to reduce traffic speed.</p>
<p>These events aim to explore the possibilities for community led solutions to reducing traffic speed and to help communities move these forward. There will be:</p>

Presentations by communities on measures they are adopting 
Workshops to explore benefits and concerns of a variety of community approaches to reducing traffic speed and opportunities to relate these to your community

<p>These events are open to people from your community, including councillors and interested residents. Members of the Road Safety Partnership, including Gloucestershire Constabulary and Gloucestershire Highways, will also attend the events.</p>
<p>We invite you to send us, in advance, your community&rsquo;s scenarios so that we can use real examples in the workshop sessions.</p>
<p>We also invite communities to let us know if they want a specific element to be covered at the events and to send in examples of their own initiatives to be displayed at the events or included in the delegates&rsquo; pack. Please speak to Helen Richards at GRCC (see below).</p>

We provide help and advice with computers and the internet for those who are either new and nervous users or those who want to further their knowledge. Demand is still high and whilst we have helped over 220 older people, we still urgently need help to connect the ones who are still waiting.</p>

<title>Helping to provide much needed affordable homes for people living in rural Gloucestershire...</title>

<p>Looking back over the over the past 5 years GRCC&rsquo;s Rural Housing Enabler has worked with nearly a third of all Gloucestershire rural communities often carrying out a local housing needs survey in partnership with the parish or town council. Many of these surveys have revealed a substantial and detailed understanding of the need for affordable housing. &nbsp;</p>
<p>During 2011-12 157 new affordable homes have been built, are under construction or have been granted planning consent in twelve small towns (under 3000 population) and villages across Gloucestershire. Including Upper Rissington, near Bourton-on-the-Water which has planning consent for another 118 new affordable homes, the grand total comes to 275 new affordable homes.&nbsp;&nbsp;&nbsp;&nbsp;</p>
<p>&nbsp;Residents in Southrop celebrate the completion of four newly built affordable homes for rent with representatives of Cirencester Housing Society and Cotswold District Council with the planting of a tree.&nbsp; The energy supply to these homes is supplemented by photovoltaic cells (on the rear elevation, hence out of view) which provides free electricity, and even a small income to the occupier from any surplus electricity!</p>

<title>Changes to legislation affecting Community Buildings</title>

<p>There are a number of changes regarding new legislation which will affect community buildings. These will apply to the current licensing laws and public entertainment.</p>
<p>NEW - The Live Music Act 2012 will give community buildings the opportunity to host live music events without the need for a Premises License or Temporary Event Notice providing that the capacity does not exceed 200 people.</p>
<p>NEW - The HMRC has also abolished the current reduced VAT rate of 5% on energy saving building products used to update/ refurbish charitable buildings.&nbsp;Halls will now have to pay the full 20% rate on energy saving building materials once the charge is introduced in the Finance Bill due to come into force soon.</p>

<p>Gloucestershire Rural Community Council, a mentoring organisation&nbsp;for the Store is the Core Programme, would like to inform all village retailers about a series of FREE Retail Seminars at 12 locations across the region this spring as part of the Store is the Core Programme. <p>Store is the Core training seminars are FREE to attend and tailored for village retailers. There are two themed events designed to help retailers better analyse their business through a combination of presentations from an expert in the field and group discussions. For this round of seminars the two themes to choose from are: Marketing &amp; Market Research (Reaching and Understanding Your Customers) and Effective Selling Space (Range Layout &amp; Merchandising). Each Seminar lasts for 4 hours with plenty of opportunity for retailers to network and discuss current issues.</p>

<p>GLOUCESTERSHIRE VILLAGE &amp; COMMUNITY AGENTS FOR OLDER PEOPLE</p>
<p>10 HOURS PER WEEK </p>
<p>GRCC is looking to recruit&nbsp;Village &amp; Community Agents for each of the following areas:</p>

2x Agents for Gloucester
2x Agents for Cheltenham
2x Agents for Stroud and the Stanleys
1x Agent for Toddington, Winchcombe, Gretton, Dumbleton, Oxenton, Gotherington, Prescott &amp; Teddington

<p>Village &amp; Community Agents provide older people with easier access to information and services.</p>
<p>If you:</p>
<p>Live in or close to one of the areas above</p>
<p>Have the use of a reliable car</p>
<p>Are committed to helping older people in Gloucestershire</p>
